Turning in the quest

I entered the game to find it snowing.... which was strange, here is a close up of the snow

And agree to do everything they say no matter what it could possibly be

And we begin, apparently my ship was attacked by a dragon and I'm the sole survivor, now I've got to talk to that little man in front of me.

Next we get to the end of the progress bar then wait 8 more minutes while it continues to finish installing stuff

Doesn't that mean the progress bar was completely useless and didn't tell us anything?
